Whilst banner links might look catchy, link importance by search-engines really depend upon several different things. Firstly the popularity of the site/page carrying the link, the share of page value that link carries but most importantly the content of the link.

Page/site popularity: This is earned slowly and very much dependent upon site/page content and general popularity.

Link value share: This is basically a number divided by the total number of out bound links on a particular page. One page one out bound link - value equals 100%, one page 100 out bound links links value equals 1% so to this end we try to limit the total number of links on any one page.
